Tucked into the South Hams district, Salcombe’s breathtaking views, sandy coves, and charming harbourfront made it a magnet for the wealthy, but its transformation into a seasonal retreat came at a steep price for local residents.

For years, the town’s popularity soared as it became a go-to destination for the affluent, often dubbed “Devon’s Chelsea-on-Sea.” Luxury yachts, high-end boutiques, and gourmet dining added to the town’s exclusivity, while celebrities frequently holidayed there. The town’s rising prestige, however, led to skyrocketing property prices, with more buyers seeking out second homes and investment properties. Unfortunately, this trend also brought unintended consequences—many full-time residents were priced out of the housing market, and once-thriving neighborhoods began emptying out during the quieter months of the year.

From Fishing Port to “Millionaire’s Playground”

Salcombe’s origins lie in its rich maritime past, with deep roots in fishing and boat-building. It was once a working-class coastal town where generations made their living from the sea. Over time, tourism grew steadily, but the last decade witnessed a sharp rise in second home acquisitions. Buyers, often from London and other major cities, saw Salcombe as an idyllic coastal haven—ideal for long weekends or summer holidays.

This popularity brought a dual reality. In the summer, Salcombe thrived with tourists and temporary residents, buzzing with beachgoers, events, and restaurant reservations. But by winter, its narrow streets and seafront cafes told a different story—quiet, shuttered homes and an eerily empty atmosphere. Longtime locals began to refer to it as a “ghost town” during the off-season, lamenting the lack of year-round vibrancy.

Businesses struggle to recruit staff due to the lack of affordable local housing. Schools and community centers report fewer young families, and services that rely on a stable, permanent population have felt the strain.

A Policy Shift to Reclaim the Community

Amidst these challenges, local authorities have taken a stand. South Hams District Council has introduced a new measure aimed at easing the pressure on the housing market—doubling the council tax on second homes. This initiative, while still in its early stages, is intended to discourage speculative purchases and encourage property owners to either sell or make homes available for permanent residency.

The policy reflects a growing awareness of the importance of preserving the social fabric of coastal communities. It marks a turning point where local governance is actively stepping in to ensure that towns like Salcombe remain accessible and vibrant beyond the high tourist season.

Though some critics argue that such taxes may not be enough to reverse the tide, others see them as the beginning of a much-needed shift. Salcombe, once overwhelmed by its own desirability, may now be on the cusp of balancing its dual identity—as a beloved holiday retreat and as a living, breathing hometown.
