Kenya’s Willy Bett Elected Vice Chair To The IOMed

The International Organization for Mediation (IOMed) has launched in Hong Kong, establishing a new intergovernmental platform for resolving disputes through mediation.

Kenya, one of the 38 founding signatories, secured a top leadership position with the election of Willy Bett, Kenya’s Ambassador to China, as Vice-Chairperson of the Governing Council.

The inauguration was led by Hua Chunying, Vice Minister for Foreign Affairs of China, and John Lee, Chief Executive of Hong Kong.

The event marked the operational start of IOMed, whose treaty was signed on May 30, 2025, following negotiations that began in 2023.

Kenya’s Leading Role

Kenya’s participation aligns with its foreign policy focus on peaceful dispute resolution.

According to Korir Sing’oei, Principal Secretary for Foreign Affairs, Kenya’s role in IOMed reinforces its leadership in mediation and complements its proposal for a new international convention on conflict prevention and resolution.

Ambassador Bett’s election to the Governing Council signals confidence in Kenya’s diplomatic capabilities.

His role will involve shaping IOMed’s strategic direction, promoting African interests, and ensuring equitable participation of developing countries.

Kenya’s leadership role positions it to influence global mediation standards and advocate for equitable dispute resolution frameworks.

Kenya’s involvement also strengthens its diplomatic ties with China and other Asian economies, opening new avenues for legal cooperation, investment protection, and regional stability.

Kenya’s proactive diplomacy in shaping and joining IOMed reflects its broader strategy of multilateral engagement and rule-based international order.

It also enhances Nairobi’s profile as a hub for peacebuilding and legal innovation.

IOMed’s Model

IOMed’s model emphasizes voluntary participation, confidentiality, and enforceability of mediated outcomes.

It is expected to complement existing institutions like the International Court of Justice and the Permanent Court of Arbitration by offering a faster, less adversarial process.

The launch comes amid rising geopolitical tensions and economic uncertainty.

IOMed offers a timely solution for states and investors seeking stability and legal predictability.

The next steps include operationalizing the Secretariat, recruiting mediators, and establishing regional liaison offices.

Training programs and outreach to private sector stakeholders are also planned.

IOMed’s success will depend on member states’ commitment to its principles and willingness to submit disputes to mediation.

Early adoption by key economies will be critical to building credibility and momentum.

In 2023, Bett was appointed Ambassador to China and presented his credentials to President Xi Jinping in October 2023.

Since then, Bett has prioritized deepening cooperation in infrastructure, trade, and renewable energy under the Belt and Road Initiative.

He has also advocated for increased Chinese investment in Kenya’s manufacturing and technology sectors.

Bett’s recent election as Vice-Chairperson of the Governing Council of the newly launched International Organization for Mediation (IOMed) in Hong Kong underscores his growing stature in global diplomacy.
