總商會首度發表「亞洲城市國際化指數」,委託市場調查公司Ipsos在去年底至今年1月,透過向居於當地的高級行政人員做問卷調查,以及分析政府數據、企業報告等,評估11個城市作為國際商業樞紐的表現。研究結果顯示,香港獲73.7分位列首位,新加坡以73.5分緊隨其後,總商會認為反映香港作為國際金融中心、國際教育樞紐的地位獲肯定。

國際貿易第二 落後星洲

指數7個範疇下共有28個細項,香港於「商業與經濟」範疇排首位,並在衡量股市資本額、首次公開招股集資額等表現的「金融市場」細項排第一,不過在「國際貿易」及「國際商業實體設點」細項分別排第二及第三,落後於新加坡。報告分析,星洲的進出口貿易總額高於香港,是全球第三大外來直接投資目的地,同時擁有最多全球百強企業區域總部。

政府近年銳意發展創科,惟本港在「創新與創意」範疇落後於上海、新加坡和首爾。本港在該範疇的「國際人才引入」細項居首,但「研究與創新投資」和「創新生態圈」細項分別排第六和第七。陳瑞娟說,香港匯聚世界級研究人才,惟企業的研發投資較少,冀有更多相關鼓勵政策。

總商會籲政策鼓勵投資研發

至於「文化互動」範疇,香港在「文化設施」與「旅客資源」細項排第八和第九,報告提及本港的博物館和體育館數目較少。陳瑞娟說,調查時啟德體育園未啟用,有信心本港明年得分會提升。另外,本港在「商業法律制度」、「教育資源」、「對外聯通:航空」的細項均排首位。

本港與新加坡的總評分僅相差0.2,對於是否擔心香港明年被超越,陳瑞娟稱政府正積極發展創科,推動北部都會區和河套香港園區發展,有信心本港能擴大優勢。至於關稅戰對指數影響,她稱本港保持「免稅港」地位,相信能維持「商業與經濟」範疇優勢。
