發展局：「未有條件」於現屆政府任內開展交椅洲填海　未定推展時間表


發展局進一步交代「明日大嶼」計劃進展。當局回覆立法會議員質詢時表明，目前沒有為交椅洲項目制定推展時間表，填海工程亦「未有條件」於本屆政府任期內開展，亦不宜繼續推進有關的法定環評程序。發展局長甯漢豪去年曾於施政報告相關措施記者會表示，交椅洲人工島項目會「爭取今屆政府任期內開始填海」。不過，當局今日（10日）回覆經民聯議員盧偉國書面質詢時改稱，「沒有為交椅洲項目制定推展時間表」，亦承認未有條件於本屆政府任內開展填海工程。土木工程拓展署去年12月31日向環境保護署提交項目有關填海工程的環評報告。發展局表示，雖然環保署認為報告適合公開，但當局認為交椅洲項目推展時間會放緩，「並且還未有具體安排」，經檢視後認為現階段不宜繼續推進有關的法定環評程序，包括公眾查閱、向環境諮詢委員會提交環評報告及環保署署長考慮批准環評報告。當局認為，應待填海工程推展時間表大致確定，並按當時需要更新環評報告後，才向環保署提交並按程序適時公開，否則在未有目標填海時間表下公開環評報告，可能令討論難以聚焦，亦可能引起公眾擔心審批結果經過一段時間後是否仍然適用，以免引起公眾對交椅洲項目不必要的揣測及爭論。發展局亦指，交椅洲項目屬長遠土地供應的來源，雖然項目未有明確推展時間表，但現有研究所得的分析和資料仍然適用和極具參考價值，有助在條件許可時提速啟動交椅洲項目。政府會繼續完成已開展的研究，包括土地勘探、填海及主要交通基建的初步設計、土地發展相關的技術評估等的工作。
