發展局：「未有條件」於現屆政府任內開展交椅洲填海　未定推展時間表


發展局進一步交代「明日大嶼」計劃進展。當局回覆立法會議員質詢時表明，目前沒有為交椅洲項目制定推展時間表，填海工程亦「未有條件」於本屆政府任期內開展，亦不宜繼續推進有關的法定環評程序。發展局長甯漢豪去年曾於施政報告相關措施記者會表示，交椅洲人工島項目會「爭取今屆政府任期內開始填海」。不過，當局今日（10日）回覆經民聯議員盧偉國書面質詢時改稱，「沒有為交椅洲項目制定推展時間表」，亦承認未有條件於本屆政府任內開展填海工程。土木工程拓展署去年12月31日向環境保護署提交項目有關填海工程的環評報告。發展局表示，雖然環保署認為報告適合公開，但當局認為交椅洲項目推展時間會放緩，「並且還未有具體安排」，經檢視後認為現階段不宜繼續推進有關的法定環評程序，包括公眾查閱、向環境諮詢委員會提交環評報告及環保署署長考慮批准環評報告。當局認為，應待填海工程推展時間表大致確定，並按當時需要更新環評報告後，才向環保署提交並按程序適時公開，否則在未有目標填海時間表下公開環評報告，可能令討論難以聚焦，亦可能引起公眾擔心審批結果經過一段時間後是否仍然適用，以免引起公眾對交椅洲項目不必要的揣測及爭論。發展局亦指，交椅洲項目屬長遠土地供應的來源，雖然項目未有明確推展時間表，但現有研究所得的分析和資料仍然適用和極具參考價值，有助在條件許可時提速啟動交椅洲項目。政府會繼續完成已開展的研究，包括土地勘探、填海及主要交通基建的初步設計、土地發展相關的技術評估等的工作。

事主憶述早前收到電話號碼「5字頭」來電，稱「支付寶原有免費服務「HoldCover」保險服務將於下個月開始正式收費，每月收費為港幣1200元」，對方在通話中亦準確說出事主的英文全名及身分證號碼頭四個數字，並要求事主聯絡另一個不同號碼的WhatsApp賬戶取消服務。 事主聯絡WhatsApp帳戶後，就收到「客服」來電，要求事主進入一個特定網址，稱會有「AI客服」為事主處理手續，以及訛稱其公司與銀聯中心有連結，故要求事主把戶口結餘截圖以短訊發送予他們，以便「核實身分」。 事主遂送出截圖，並收到短訊稱已核實身分和虛擬代碼，對方則再要求事主到自動櫃員機轉帳。不過，事主按照指示後仍轉帳失敗，對方則再發短訊要求事主再次轉帳並提高轉帳限額，並為轉帳失敗的證明截圖。事主其後察覺情况可疑，在網上搜尋後發現關於騙案的截圖與當時情况一樣，對質後對方堅稱並非詐騙，惟事主再追問時對方便主動掛線。 HoldCover上月28日在官方網站上發文表示，留意到有騙徒冒充其或如支付寶等合作付款平台，透過電話、手機短訊或WhatsApp發送詐騙或「網絡釣魚」信息，騙取客戶的個人或付款資料。HoldCover在文中澄清指，官方客服熱線只有一個（3503-6089），並無首號為「5」或「8」的號碼。HoldCover又表示保費只會透過官網以信用卡繳付，不會從儲蓄戶口扣除大額現金，亦稱官方從不會主動要求取消賬戶或保單，取消渠道只有其網上平台，不須經由客服熱線取消。 Source link
