外勞住宿舍須守規 違規屢勸不改者要搬走

據勞工處網站列出的標準僱傭合約,當中列明僱主為外勞提供居所的標準,包括每人所佔淨樓面實用面積最少為3.4平方米(約36.6平方呎)、居所內有配備廁所、洗澡及煮食設備、電力及食水供應、以及基本傢具、器具及物品;睡房須與客廳分隔;每間睡房不得設床超過6張。

優港寓今午開放其於北角雲華大廈的一個宿舍,單位面積約755平方呎,有獨立廚廁、客廳有電視、飯枱、梳化,全屋共提供16個床位,人均所佔面積約47.2平方呎。單位也配備電子門鎖、閉路電視、消防設備,並提供定期清潔及維護服務。利玉君稱,其公司所管理的外勞宿舍優於要求,會持續了解外勞需要改善居所設備,期望為到港工作的外勞提供安全且舒適的居所。

一屋住16人,難免有爭執,居住人數遠超原本單位設計,也可能影響鄰里,利玉君則指,其公司有部門專責與宿舍附近的鄰里、管理處溝通,外勞入住前須參與簡介會,並會收到入住指南,當中列明多項入住守則,包括不可吸煙、飲酒、帶朋友上門等。她說,如公司收到投訴,會先勸喻外勞,倘多次勸喻或傾談不果,會要求外勞搬離宿舍。

計劃增宿位至3000個

宿舍管理公司優港寓業務拓展總監利玉君指,優港寓自2011年起投入宿舍管理服務,主要提供學生宿舍,至2023年下半年政府推出各個外勞計劃,收到部分僱主查詢,開始投入外勞宿舍管理服務。

優港寓目前管理逾120個外勞宿舍單位,分布各區,共提供逾1500個宿位,每個宿位月租約2000多元至3000多元,視乎所在區域略有不同。這些單位至少500平方呎,由優港寓直接向業主承租,再與外勞僱主簽訂服務協議,為其僱用的外勞提供宿位及宿舍管理服務。

利玉君指,雖然近來外勞政策略有調整,但估計到港外勞數目未來仍會增長,市場對外勞宿舍需求殷切,其公司因應需求,也計劃在2026/27年度將外勞宿位數目由目前的1500個增至3000個,料屆時可滿足約5%市場需求。

利玉君續指,目前管理的外勞宿舍分布各區,九龍區佔最多,佔約5至6成,其次港島也佔2至3成,其餘則位於新界區。由於部分外勞會在多於一個地點工作,優港寓也可為僱主作靈活宿位安排,因應外勞工作地點調配宿位。

有應變機制 預留部分宿位作不時之需

她也指,宿舍管理不止著重硬件,也要兼顧軟件支援,優港寓有專責部門,訂立緊急應變機制應對各種突發事件,例如早前有外勞宿舍所在的大廈午夜發生火災,其公司也有派員到場協助外勞,同時與他們的僱主溝通。

利玉君提到,優港寓目前正服務1300名外勞,1500個宿位當中會保留部分作預備宿位,應對突發情况,例如早前鰂魚涌發現戰時炸彈,也有部分外勞因而無法返回宿舍,需要到這些預備宿位暫住。
